Residents of Tomsk will be engaged in the development of urban environment

The Agency for Strategic Initiatives (ASI) named the first 9 regions to pilot the public engagement project in urban development. The Tomsk Region is one of them.

The public engagement in solving issues of urban development will be tested in 9 regions by the end of 2020. Tatiana Zhuravleva, Head of the Center for Urban Competence of the Agency for Strategic Initiatives (ASI) told that at the International Urban Forum «Territory of the Future. View from the heart of Eurasia», which was held at the end of June in Bashkiria.

«Ufa, Elets, Rybinsk, Ulan-Ude, Tomsk, Volokolamsk as well as the Leningrad, Irkutsk and Astrakhan regions have signed a corresponding agreement with us, and in July they will start piloting the project», said Tatiana Zhuravleva.

The standard for public engagement, which was developed by ASI together with the Ministry of Construction, Housing and Utilities of the Russian Federation, is to be adjusted on the basis of monitoring data of municipalities participating in the pilot project. «At this stage, we want to test the mechanisms of forming a culture of interaction, developing consensus solutions and increasing the responsibility of parties concerned in addressing urban development issues,» added Tatiana Zhuravleva.

According to her, the new standard should help local authorities not only to increase the level of trust between citizens and city authorities in resolving issues of improvement of territories but also to make the decision-making process more open.

«Moreover, it is about increasing the number of residents engaged in the city development, increasing the level of loyalty and investment attractiveness of the city. For the residents it is the emergence of relevant and popular urban spaces, improving the quality of the urban environment, and, consequently, the quality of life as well as the opportunity to actively influence the development of the city», said Tatiana Zhuravleva.

After approbation in the pilot regions, the standard will be fixed by the order of Ministry of Construction, Housing and Utilities of the Russian Federation and will form the basis for future legislative initiatives of the Ministry.

The standard provides for the participation of citizens and organizations in decision-making at all stages of the creation and implementation of urban development projects, from the pre-project study for technical specifications for the design to the exploitation of the created public space.
